Finance Division Reporting Structure
The Finance Division has responsibility for oversight of all issues related to the financial stability and management of the system's 32 colleges and unversities and the Office of the Chancellor. The division is comprised of three major business areas - Budget, Facilities, and Financial Reporting.
Budget
The Budget area provides financial research, planning, and reporting services to the Board of Trustees, the Office of the Chancellor and to system institutions. This group coordinates the development of the biennial budget request to the legislature and executive branch and monitor the legislative allocation process. Working closely with the institutional chief financial officers and their staff, the Budget division also works on projects such as instructional costs studies, financial modeling of contract settlements, IPEDS financial reports and analysis of annual tuition fee proposals, institutional budgets, enrollment changes, etc.
Facilities
The Facilities area provides management oversight for facilities matters to all system institutions. The division does not run buildings and grounds operations at the institutions: that responsibility lies with each institution president. The Facilities group works with systemwide operating and capital budget issues, including budget dollars for building new buildings, maintaining and repairing existing structures, and operating residence halls, student unions, and dining facilities. This division of Finance oversees planning activities for campus buildings and other supporting facilities, facilitates design and construction, and is the primary contact for real estate issues such as property purchases, sales, transfers, and leases of buildings.
Financial Reporting
Actually one large area with diverse responsibilites consisting of both Financial Reporting and Accounting tasks is the Financial Reporting group. This group provides assistance to campuses to improve their financial operations including purchasing, accounts payable, payroll, internal controls and use of the finance systems. In conjunction with Information Technology Services, this division provides the systemwide financial systems. It is responsible for systemwide financial reports, including year-end financial statements and other systemwide reporting needed for management and meeting state and federal government requirements. Activities also include tax reporting and tax compliance for the system. Finally, a part of this group performs the functions of purchasing, accounts payable, payroll and reimbursement of employee expenses for all Office of the Chancellor staff.
